§ 17-18. Declaration.

  • The board of supervisors does hereby declare that it finds the necessity of limiting the influx of human waste sludge or industrial sludge from counties, cities or towns outside the geographic boundaries of the county in order to provide for the orderly and effective disposal of human waste sludge and industrial sludge produced within the county; and that the inability to dispose of human waste sludge and industrial sludge produced within the geographic boundaries of the county constitutes a hazard to the health, safety and general welfare of the inhabitants of said county; and the board further recognizes the limited acceptable land area for disposal of human waste sludge and industrial sludge.
