§ 17-21. Definitions.

As used in this article, unless the context clearly indicates otherwise, the following words shall have the indicated definitions:

Agent. The representative of the Board of Supervisors of Franklin County who has been appointed to serve as the agent of the board in enforcing this article.

Board of supervisors or board. The Board of Supervisors of Franklin County, Virginia.

County. Franklin County, Virginia.

Industrial sludge. Any solid, semisolid or liquid wastes generated from an industrial wastewater treatment plant or water supply treatment plant, or such public, municipal or commercial plant which primarily serves industrial facilities.

Land. Any land located within the confines of Franklin County, Virginia.

Owner of land. Any person, as elsewhere herein defined, who holds legal title, a leasehold interest, or the right of possession or control over land.

Person. Any individual or group of individuals, partnership, firm, association, joint venture, public or private corporation, trust, estate, commission, board, public or private institution, utility, cooperative, county, city or town or other political subdivision of this Commonwealth, any interstate body, or any other legal entity or combination of the above.

Sludge. Human waste sludge and/or industrial sludge.
