Continuation of valuation, assessment and taxation under this division shall depend
on continuance of the real estate in the use for which classification is granted,
continued payment of taxes, as referred to in section 20-37, and compliance with the other requirements of this division and article 1.1 of chapter 15 of title 58 (§ 58-769.4 et seq.) of the Code of Virginia, and not upon continuance
in the same owner of title to the land.
