The construction of any central or community (public) water and/or sanitary sewerage
facilities and their appurtenances and accessories within Franklin County shall be
in strict accordance with the latest codes; the Virginia Department of Health's Water
Works Regulations and Western Virginia Water Authority Standards, latest edition;
and all other applicable federal, state, and local regulations. During the progress
of construction, the county or its authorized authority or representative shall have
access to the location of the construction for the purpose of inspection to determine
conformance with these regulations.
