§ 5.1-4. Grant of authority.

The Franklin County Board of Supervisors may award to any applicant a franchise within any franchise area within the county to install, construct, operate and maintain a cable television system for a period of fifteen (15) years or less from and after the acceptance, passage and effective date of this chapter, subject to the terms and conditions hereinafter provided. Once any franchise has been awarded in a franchise area, the board may award additional franchises for that area, provided said board determines that the public welfare will be enhanced by such award after a public hearing at which testimony is heard concerning economic considerations, impact on private rights, impact on public convenience, public need, potential benefit, and other relevant factors.
