Any alarm system which telephonically relays a pre-recorded voice or digital message
to a remote answering point, which is expected to relay that information to the PSAP,
shall obtain a permit as outlined above prior to making the system operational. Pre-recorded
voice messages will not be permitted to automatically dial the central communications
center. Alarms of this type will be relayed by personnel staffing a remote answering
point to the central communications center.
