Article IV of chapter 13 relating to pawnbrokers is adopted pursuant to the authority of Code of Virginia, §§ 54.1-4000—54.1-4014, inclusive, and an applicant for a pawnbrokers license or a person operating as a pawnbroker must meet any requirements set out in the above-referenced code sections, whether or not such requirements are specifically set out in this County Code.
