§ 21-3. Health protection and nuisance prevention.
All tire storage facilities shall at all times have tires stored in an enclosed building, a shed or structure which has three (3) sides covered with materials normally used in this area as coverings for the outside of buildings with the fourth side covered by a tarpaulin which is designed to repel water but which allow easy access to the open side of said structure or shed or a structure the roof of which covers and extends horizontally a distance past the outer edge of the cell of ties so as to prevent the accumulation of water inside of the tires due to weather which extension past the outer edge of the cell of tires must be a minimum of three (3) feet. The three-sided shed or structure used for tire storage shall have a roof of sufficient height to allow for the passage thereunder of standard fire equipment available in Franklin County unless such shed or structure covers only one row of tire cells and is accessible from all sides with such accessibility being approved by the agents of the county board of supervisors. Plastic tarpaulins or other similarly constructed covers are not considered adequate protection from weather and shall not be used as a primary cover for tires.
